Hi Eric,
The outer arm for your BlackHawk 2 tow bar is sold with the inner arm included and not separately under part # RM-910021-97. The inner arm # 910021-65 is sold separately because it's typically the component that gets broken the most. You could also try reaching out to Roadmaster and seeing if they'll ship you just the outer arm.
