I am looking for a bike rack for 1 or 2 bikes for a 2014 Cadillac ELR that locks. Please advise the best product that will enable me to lock the bike/bikes.

The Thule OutWay # TH45JV is exactly what you're looking for. The rack can accommodate two bikes, and features an integrated locking system for both the rack and the bikes to deter theft. This carrier uses 2 rubber coated straps that makes the carrier super easy to install and remove.
Before installing the rack, be absolutely sure that the portions of the vehicle and rack that will touch are entirely clean and free of grit. A good coat of car wax on the contact points adds extra protection.
For women's bikes or bikes with sharply angled top tubes, using a frame adapter bar like part # 64005 is recommended. The adapter spans the distance between the seat post and the handlebar gooseneck. This allows the bike to be carried so it's more level, providing better ground clearance.
