Yes, it will! The RockyMounts Gigawatt Bike Rack for 2 Bikes item # RKY37MR has an 80 lbs per bike capacity and works with tires as small as 20". The placement of your front fender will not interfere with the locking clamp.

The Gigawatt Bike Rack item # RKY37MR mounts to a 2" receiver and weighs only 52 lbs. It is compatible with all motor vehicles, motorhomes, 5th wheel trailers, and flat towed vehicles. It is not rated to be used behind a travel trailer.
