Joseph, I reached out to Dexter and they said that the Tandem-Axle Trailer Equalizer Kit for 2" Slipper Springs # AP202 doesn't have a specific torque spec for shackle bolts. They need to be secure enough, but if they are too tight then the leaf springs will bind and cause problems in your trailer's suspension.

The lock nuts included with the kit will make sure the bolts do not fall out. I recommend tightening the nuts until they makes contact with the shackle strap and then add another 1/4 turn. This should give you the right amount of torque needed to secure the nut and prevent the suspension components from binding as well as backing off.

the wet bolt is not a locking nut. the lock nuts that go In the eye of the leaf spring are not what I am referring to. the pivot point of the swan shaped couplers center is where the wet bolt goes. does that bolt need to be torqued?

@Joseph They actually didn't get back to me, but I was able to find out that it should be torqued to 40 ft. lbs.
