Do I need to buy a hitch bike rack for my 2017 Nissan Rogue, or are there any options that would not include me needing to pay to have a hitch installed onto my car?

If you're just after a bike rack, then you can use the SeaSucker Komodo Bike Rack for 1 Bike # 298-BK1910-BK which will use vacuum cups and does not require a hitch.
But, be aware that this bike rack can only hold one bike weighing 45 lbs, so if you're carrying more than one bike, or a heavier bike you'd need to install a hitch # e98846 and use a hitch mounted bike rack # HLY84FR.
