Hello Stirfry. The # 23-299PK hardware kit your mentioned is not for a 2006 Toyota 4Runner. That kit will fit the following vehicles:
2007 - 2013 Chevrolet Avalanche
2003 - 2006 Chevrolet Avalanche 1500 without Clad Molding
2000 - 2014 Chevrolet Suburban 1500
2000 - 2014 GMC Yukon XL 1500
I am sorry to say that we do not offer a Westin nerf bar mounting kit for a 2006 4Runner at this time. The only Westin steps available for this vehicle are the Westin Molded, Lighted Running Boards # 27-0005-1505.
