Hello Michael,
I'm sorry to say that trunk-mounted bike racks do not have the capability of carrying an electric bike; their weight capacity is just too low, with the highest being 35 lbs like with the Thule Passage # TH910XT. The only possible way to carry an ebike on your 2006 Saturn Ion would be with a hitch and hitch-mounted bike rack.
I know it's not what you wanted but I at least thought I'd throw out the option. For a hitch, the only fit requires your Ion to be the Red Line or Ion3 with a 2.4L engine, the Curt Trailer Hitch Receiver # C11447.
This is a Class 1 hitch with a 1-1/4" receiver, so that does limit the options for a bike rack for an ebike, with the most economical being the 60 lb-bike capacity Thule T2 Classic Bike Rack # TH9045.
