Question:
Looking to purchase four wheels size 16 inch 8 Bolt on 6 and 1/2 in centers for Dexter axles. Wheels must be 0° offset or one half inch inset per Dexter axle requirement. They can be plain steel white

The Dexstar Steel Spoke Trailer Wheel - 16" x 6" Rim - 8 on 6-1/2 - White Powder Coat # AM20750 you were looking at would fit the requirements you have listed. If you're looking for a tire to go with it I'd just need to know the tire size on your current wheels to ensure you don't run into any clearance issues.
