Hey Jacob, the Kuat Beta bike rack part # B202-2 is designed for only fitting 2 inch hitches and does not come with an adapter to also fit a 1-1/4 inch hitch.
The version of this rack that fits the 1-1/4 inch hitch is the part # B202-114.
For a similar lightweight rack that fits both hitch sizes we have the Saris Bones part # SA882 though if that was something you were looking for.
