The Derale Atomic-Cool oil cooler, # D15450, that you reference comes with several adapters to fit numerous motors: 3/4-16, 13/16-16, 18mm x 1.5, 20mm x 1.5, 22mm x 1.5. Based on my research the 5.9 liter used in the 1999 Ram 1500 4x4 Sport will use filter thread size 3/4-16. And it will use the included 2-3/4-inch O-ring (with adapter) and 3-1/2-inch O-ring (with sandwich adapter).
So yes, this cooler will fit your pickup.
You will also want to consider that the sandwich adapter will make your oil filter stick out about 2 inches from its original location. You will want to make sure you still have room to remove the filter during oil changes. If you don't have room with the sandwich adapter in place, then you will want a remote oil filter mount like part # D25005.
I attached an FAQ on oil coolers for you to check out also.
