We have ordered a Specialized Turbo Vado4.0 stepthrough with fenders and a Turbo Tero X5.0 also fenders. Would this rack work?

No, because your bikes have fenders. Congrats on the new bikes though! The Kuat Piston Pro X item # KU98VR is a wheel mount bike rack which secures the bikes by gripping the wheels tightly. You'll either not be able to get the clamps high enough or you're going to damage the fenders.
Instead, I recommend using the Thule EasyFold XT Bike Rack for 2 Electric Bikes item # TH903202. It has a 65 lbs per bike capacity so it will work great with both your Specialized Turbo Vado 4.0 step-thru and the Turbo Tero X5.0. It uses padded clamps with knobs to grip bikes by the frame or posts. This is especially helpful when you're using bikes with alternative frames like yours.
Additionally, the EasyFold XT item # TH903202 comes with a ramp, like the Piston Pro X item # KU98VR, that will make loading your bikes easier. It weighs 45 lbs and fits in both 1-1/4" and 2" receivers.
