yes only need cargo buckle, not the mounting brackets

A CargoBuckle strap like the # IMF18816 you got is only available with the ladder rack mounting bracket. They don't offer it separately or as a replacement without the bracket. If you want more of the same without the bracket the only option would be to get another set of the # IMF18816 and pull the bracket off.

If you don't mind a different hook style the CargoBuckle G3 Retractable Ratchet Tie-Down Straps # IMF18800 don't come with a bracket they just bolt on. The straps are 2" x 6' and they have a working load limit of 1,167 lbs so they're capable of more than the ones you already purchased.
