Yes, it will! The Yakima OffGrid Roof Cargo Basket item # Y07138-08 will work great with the Yakima JetStream Crossbars item # Y00425.
You will also need the TimberLine Towers for Yakima Crossbars item # Y33TR to attach to the Wilderness rails of the 2023 Subaru Outback.
If you do not have the Wilderness model you will need the following parts along with the item # Y00425 crossbars:
SkyLine Towers for Yakima Crossbars - Fixed Mounting Points, Flush Rails - Qty 4 item # Y53TR
Landing Pad 27 for Yakima SkyLine And Control Towers - Qty 4 item # Y46VR
