Question:
I have this jack, and ordered the Fulton xp15 cap. It does not fit as my jack does not have any notches or holes on the side of the tube to screw the cap in. It appears to be a push down type of cap, but the tube is 2 1/4” tube.

That's strange because if you have a Fulton XP15 Jack like # F87CR then the correct cap would be the Replacement Endcap for Fulton Round, Swivel Marine Jacks # F500324 you're referring too. This leads me to believe you have either a different jack or an older style that uses a different cap.
We do also have the Replacement Round Cap for Pro Series and Fulton Trailer Jacks # PS500322 which sounds like what you're looking for but it's only going to work with 2" diameter tubes.
So, If you're able to get a bit more info or send a picture in to better help us help you, that would be fantastic.
