I can 100% tell you that info, and I did check directly with Hollywood Racks for you. I found out that the total length of the strap in the Strap Extension Kit for Hollywood Racks Destination E-Bike Rack # HLY74RR is 19-1/2 inches, as you can see by the quick diagram I whipped up for you.
This is designed and will only work with the Hollywood Racks Destination E-Bike Rack # HLY66ZR.
