Is this a good hitch for my 2013 Forester? I want to use this for a bike rack.

Yes, the etrailer Trailer Hitch Receiver # e59AR is a great option for your 2013 Subaru Forester. I really like the matte black finish because it looks better and is more durable than the glossy black finish we see on the other hitch receivers.
If you don't already have a bike rack I recommend checking out the Hollywood Racks Destination Bike Rack for 4 Bikes # HR4000. I like this rack because it gives you a lot of basic features at a lower price point for a 4-bike rack.
