How do I install 15 cubic foot soft top water resistant roof top cargosmart bag on my 2005 mazda3 without roof racks?

The short answer is "You don't." since the CargoSmart Soft-Sided Car Top Carrier # CS44FR has straps that are designed to loop around roof rack crossbars, raised side rails, or a cargo basket. Without any of those present the cargo bag doesn't have a way to anchor to your vehicle.

Since your 2005 Mazda 3 has a bare roof you need to use the Rightline Ace Jr Rooftop Cargo Bag # RL100A50 instead. This has the same dimensions and water resistant feature, but the straps have hooks on the ends that fit in your door jambs so nothing else is required to secure it to your vehicle. Unless you are a die-hard CargoSmart fan, switching over to the Rightline will be more cost effective than purchasing a roof rack so I recommend getting this bag instead.

I always recommend getting the Non-Skid Roof Protection Pad # RL100650 as well whenever a cargo bag will be sitting directly on the roof of a vehicle. Obviously you'll want to make sure the roof is completely cleaned and clear to avoid debris scratching the roof, but on top of that this just helps to further protect your Mazda when you have your cargo loaded into the bag.
