The (discontinued) Tekonsha Powered Tail Light Converter 119190KIT is a universal wiring harness so there aren't any specific instructions when it comes to installing the kit on your 2013 Volkswagen GTI.
With that being said, we did get the opportunity to install the Curt alternative, part # C59236, on a 2016 Volkswagen GTI and we got a video on this. I'm linking that video to this answer page for your reference since these wiring kits install in the same manner. Please note you'll need to confirm what wires on your 2013 model carry which functions for your trailer as the color of the wiring may be different on the 2016 model in the video.
