Does this hitch fit a 2024 Chrysler Pacifica plug in hybrid? I see it says it is not recommended for towing. If it fits can I use it for a bike rack?

Yes, it does! I checked with Curt and their item # C13383 hitch is confirmed to fit all models of the 2024 Chrysler Pacifica including the plug in hybrid. This is a class III hitch with a 2" receiver but like you said it is not recommended for towing. However, you can use it to transport accessories like a bike rack or a cargo basket.
I have attached a couple of pictures below along with an installation video so you can see what this hitch looks like when installed and how to get it set up.
