Do I need to tie the steering wheel on smart car ,when it’s backed on dollie,it does not have locking steering wheel.

In most situations the steering wheel should never be locked while flat towing or dolly towing, but since your rear axle is going on the Roadmaster Tow Dolly with Electric Brakes # RM-2050-1 instead of the front axle you'll need to refer to your specific owner's manual.
