Carrying a Scooter and Towing a Boat Trailer and Boat at the Same Time

I saw the Pro Series 63153 60inch x 24inch Hitch Mounted Cargo Carrier and looks like it would work just not 100 sure if it would work or if you had any other options. I also saw Curt multipurpose reciever but the tongue of my trailer would not be long enough to fit the cargo carrier and the boat.

The only way to carry the scooter on a cargo carrier and have it not interfere with the trailer when making turns would be to use a carrier that was small enough to not be a factor, a longer tongue, or a carrier that had a very high rise in the shank.
The carrier can only be so small to fit the scooter so that is likely no an option. You could have a professional who works on trailers extend the tongue of the trailer but you would have to check with the trailer manufacturer to determine if that is acceptable. And the carriers that are available do not have enough rise to not be a factor.
However, if you were using Curt mulch-purpose ball mount # D210, the top receiver is 3-9/16 inches above the top of the shank. Add to that the 2-1/2 inch rise of the shank on the cargo carrier and you are looking at a height of 6-1/8 inches. So you would need to determine if that amount of rise would clear the boat when turning.
If you just cannot get it to work out on the back of the tow vehicle then you may be able to use a front mount hitch. I would need to know the year, make, and model of the vehicle to determine if there is a front mount hitch available. Please note that carrying items at the front could potentially block the head lights, air flow to the motor, and it will decrease driver visibility.
