Question:
Can the thru frame bolts be inserted from the outside instead of the inside? A little neater looking. Can I have my metal fab guy tack weld the nuts and large flat washers to the underside of the brackets and use hex bolts instead of carriage bolts so I can remove the above bed rails from the top? I plan to tow a camping trailer several times a year but use my truck for work or play the rest of the time. Im retired so I have more time than money, hence trying to not buy an under-bed rail system. Truck is 2005 GMC 2500HD, 8foot bed.

I would say it's probably possible but since it's never been tested its hard for me to say for sure how possible it would actually be if that makes sense. I am pretty confident your fab guy could find a way though.
