Does this have a weight capacity? Like can I use this to hold an electric bike?

The Yakima GateKeeper Tailgate Pad for Compact and Mid-Size Trucks # Y58AR doesn't have a weight capacity so you can use it for an e-bike if you like. I don't recommend going this route simply because the bike will feel more of the impact from the road (like any vibrations or if you go over some pot holes) so it would be better to use a hitch mounted rack like the Hollywood Racks Sport Rider SE # HLY84FR just for the longevity of your bike.
Tailgate pads are excellent options for mountain bikes or bikes that might not have a lot invested in them financially, but for high-end bikes you want something nicer to keep them in good shape for a long time.
