It is 5th wheel rail mounted. The Curt Q20 5th Wheel Trailer Hitch item # C16130 has a base that attaches to in bed 5th wheel rails. If you are wanting to attach it to a Ram puck system you will need the Adapter Rails for Curt 5th Wheel Hitch - Dodge Ram Towing Prep Package item # C29BR.
If you need a set of 5th wheel rails for a 2016 Ram 2500, I recommend the Curt Custom Fifth Wheel Installation Kit for Ram Truck item # C16427-204.
