I am looking for a basic set up for flat towing a 1999 chevrolet suburban with my class A motorhome.

I'm assuming you have a 1500, so going forward you're going to need a set of base plates, a set of tow bars, a braking system, and a wiring harness.
So, for a set of base plates I recommend going with the Blue Ox Base Plate Kit # BX1682. These are going to be easy to use and will work with the majority of tow bars on the market.
Speaking of which, for a set of tow bars I recommend going with the Roadmaster Nighthawk All Terrain, Non-Binding Tow Bar for Blue Ox Base Plates # RM-677.
These tow bars have an 8,000 lb capacity, an integrated LED light for low level hook up, and also includes a 7-way to 6-way cable.
The last couple of things you're going to need are a braking system for the obvious, to stop your vehicle and a wiring harness.
For a braking system, I recommend checking out the Roadmaster BrakeMaster System w BrakeAway for RVs w Air or Air Over Hydraulic Brakes # RM-9160. This braking system is relatively affordable, is American made, and will deliver synchronized reliable braking.
Finally for a wiring harness you can use the Roadmaster Universal Hy-Power Diode Wiring Kit # RM-15267. This is going to include a 27' 4 wire cable, a 8' coiled power cord, a vehicle mounting bracket, and 4 Hy-Power diodes.
