The Roadmaster Fusemaster Fuse Bypass part # RM76511 that you referenced is designed for vehicles that require the removal of a fuse in order for them to be flat-towed. Instead of having to remove the fuse you would simply install this product and it would give you a switch that would allow you to disable the circuit without the hassle of actually removing the fuse. I attached an installation video for this product for you to check out to give you an idea how it works.
For tow bar wiring that will control the taillights of your towed vehicle with your truck you have several options. Check out the FAQ article I attached on how to pick out the right system based on your needs.
