Yep, you can absolutely use the Buyers Products 3 Position Pintle Hook Mount for 2-1/2" Receiver # 337PM25812 in the rise position instead of the drop position.
This is a 20k mount that will go perfectly with a pintle hook like the Curt Pintle Hook # C48210 with Mounting Kit # 3378520.
