I am puchasing a 2025 Chevy 2500 SB without the factory prep. I need both a fifth wheel and a gooseneck ball. What is recommended?

While we don't have any fits for the 2025 trucks yet, in case you meant to type 2024 the best option for both a 5th wheel hitch and a gooseneck hitch for a short bed Chevy Silverado 2500 would be the Turnoverball gooseneck hitch part # BWGNRK1020 which also doubles as a fifth wheel rail kit for the Companion hitches like the part # BWRVK3400 which is a slider. Since you have a short bed truck you'd want the slider to gain additional turning clearance around tight corners.
Most people regard B and W fifth wheel hitches and gooseneck hitches as the best around. This is due to just the overall higher quality, ease of use and install, they are made in USA, and they are easier to use.
