Why Is There A Direct Line To The Battery If The Wire Harness Can Draw Power From The Tail Lights

Question:
Why do you need to connect the wiring harness to the battery directly? If you’re tying into the taillights they are already powered by the battery, so why do you need to run an extra line?

The extra wire in the Curt T-Connector Vehicle Wiring Harness with 4-Pole Flat Trailer Connector # C99KR that you run to the battery powers the converter box so that it won't overload the tail light circuit and blow the fuse or cause the tail lights to dim.
