I had to do some digging, but I believe you're looking for the Rhino-Rack Multi Axle Adapter for Fork Mount Bike Racks # RRRBCA030.
This will replace the 9MM quick release skewer that's on the Rhino-Rack Road Warrior Rooftop Bike Carrier - Fork Mount # RBC036, and can be easily swapped to work with 12-mm, 15-mm, and 20-mm thru axles.
