While I'm not sure what you need specifically to raise your 1981 1700 Boler trailer I can tell you how to find out. You'll need to know the axle you have, and the diameter of it. For example, if you have a 2-3/8" diameter axle - which is generally a 3,500 lb axle and seems most likely for this trailer - you'll need the Dexter Trailer Springs Over-Under Conversion Kit # K71-384-00.
If you have a 3" diameter axle - which is generally a 5,200 lb - 7,000 lb axle - you'll need the Dexter Trailer Springs Over-Under Conversion Kit # K71-385-00.
Determining the integrity of the trailer frame and adding a small deck would be something a trailer shop would have to do.
