Is the Universal Cam-Door Lock # 383200 Made of Steel and Mounting Hole Spacing of Cam Bracket

Question:
On the pipe to be supplied by the customer, you say to use steel pipe. Does that mean the hooks in the kit are steel as well as the handle? We can weld steel to steel. The parts we are replacing are aluminum. Also, what is the distance between the mount holes for the hook pockets?

I went out to the warehouse and pulled a Universal Cam-Door Lock # 383200. I used a magnet to determine the parts are steel but the grade of steel is not listed.
For the bracket that the hooks part would go into the mounting holes are 4 inches apart on center.
