Is this cable coated with vinyl? If not, is there a coated 3/16 cable that would be acceptable to use with the DL 15002 winch?

Hand winch cable # DL24043 is not coated. We do not have any compatible cables that are coated. The best thing to use would be a winch that takes a strap and not a cable at all. Winch # DL15002 that you referenced can be used with a strap, # DL24291. The winch and strap are made in the USA.
A winch can be used in conjunction with pulleys to hoist the deer feeder but you will then need to secure it with chains and detach the winch cable or strap. The winch should not be used to hold anything up indefinitely.
