I have an IOTA 3045 load center in my camper. I want to upgrade the batteries to lithium. Can I replace the converter/charger to a Progressive Dynamics - PD9145ALV

Yes, since you're just replacing the converter you'll just need to unwire it from the IOTA Load Center and then you can wire in a dedicated outlet for the Progressive Dynamics 9100 Inteli-Power Lithium Converter # PD9145ALV to plug into for power.
Essentially you would just take the breaker powering the current converter and run it out to a new outlet for the new converter, so you would need to pick up some 10 or 12 gauge wire, a 15 amp outlet, single gang outlet box, and an outlet cover from your local hardware store.
You'll want to install the converter as close the battery bank as you can, but not in the same compartment as the battery bank. You'll also want to ensure that the area you mount the converter has ventilation so that the converter can properly vent heat build up from usage.
