This was the first time I have heard of this particular issue, so I reached out to my contact at Draw-Tite and he had some information regarding this issue. He said this is typically a result of moisture or corrosion in the trailer connector either on the trailer or on the truck.
I recommend checking the pins on your truck and trailer connector for any signs of moisture or corrosion and repair or replace as necessary. If you see moisture or corrosion, it is possible that it has made its way inside the connector as well.
If you clean the connectors and continue to experience the same issue, I would do some testing. You can test for proper voltage output at the trailer connector when the brake controller is reading 0.0. With the trailer disconnected, use a multimeter, like part # PT89ZR, and test for voltage on the 5 oclock pin on your trucks trailer connector (see photo). Have a helper step on the brake or press the manual override to send power to that pin. If you are getting the correct amount of voltage at the trailer connector for the power level you set, then the issue may be with the brake controller. If this is the case, you could either deal with the issue if the brake controller is not under warranty or replace the unit because brake controllers are not internally serviceable.
If you find that the brake controller needs to be replaced, I recommend replacing it with a proportional brake controller like the Prodigy P2, # 90885. This is one of the most popular brake controllers on the market because it is easy to use and setup.
If power is not reaching the trailer connector, then there could either be a wiring issue or the brake controller went bad. I recommend inspecting the wires exiting the brake controller and the blue wire at the back of the truck entering the trailer connector. Look for any sections that are damaged or loose connections that could be causing a short or power loss. If the wiring is in good condition, then the brake controller is most likely the problem.
I have attached a help article on installing a brake controller of a Ford truck and on troubleshooting a brake controller for you check out.
