You can use the Inno Wedge 660 Rooftop Cargo Box # INBRM660WH on your 2004 Honda Element EX. I am assuming that by "does it fit" you are referencing if you will be able to open the rear hatch with it installed.
In order to determine that, you will need to take a measurement. You will want to measure between the front crossbar and the line where the roof and hatch meet. In order to open the hatch with the cargo box installed, you will need a measurement of 48-1/2" or larger. Other than that, as long as your crossbars are spaced between 23-1/2" and 39-1/2", there is no reason this box will not fit.
