When bolting on new brake assemblies, do I need to replace bearings? I am working on 7000# axels on Montana fifth wheel Thanks

Not necessarily, but I would at a minimum go ahead and repack them/inspect them for wear and tear while you're in there.
As long as you are staying on top of repacking your bearings every year or every 12,000 miles they should last quite a bit longer than the 12' Brakes # 23-464-465 you have on your 7,000lb axles.
If while installing the new brakes you find that your bearings have seen better days, then go ahead and replace them and the grease seals with the bearing kit # BK3-200 and keep them packed with some high temp grease # L11380.
