The base plate kit options for a 2022 Jeep Gladiator are all designed for a factory front bumper. Therefore, you can either go with one of these base plate kits designed for a factory bumper like the Demco Tabless Base Plate Kit part # DM9519344 and modify as necessary or you can do like most others and use the built-in d-ring (if equipped). In order for this to work you'd need an adapter like the Adapter for Jeep D-Ring Bumper Mounts part # RM-035-1 or part # RM-035. These would all then work with a tow bar like the etrailer XHD Non-Binding Tow Bar part # e94ZR but the adapters may require washers of sorts not included in the kit.
