Are there any 2 ball, disk brake actuators, 7000 Lb, with manual reverse lockout? I move my boat trailer, with a small tractor that has no backup lights around the yard.

We have the Demco Disc Brake Actuator part # DM8669113 which fits a 2 inch ball and can be manually locked out with the part # DM5939. This has an 8k capacity and is only option that covers everything you are looking for.
