Is Roadmaster Dual Hitch Adapter Class 3 Rated

Question:
I have a Jayco Class C Motorhome on an E-450 chassis. I have a class 3 two inch receiver that I plan on attaching the RM-0771-10 so I can either tow a vehicle, tow a trailer, or attach a cargo carrier and bag and on the upper mount, a RV rider bike rack that is RV rated. The RV Rider company asked me to make sure that the RM-0771-10 is Class 3 rated, so thats question #1. Question #2 is if the RM-0771-10 is rated to tow a vehicle, why does the spec literature say not to tow a trailer? I have multiple two wheel bicycles Im trying to tow along with a Sun Trike. Im trying to decide what to do. I am either going to have to tow a pickup truck with bikes in the bed and on a bike rack on the back, or a trailer with bikes inside the trailer and on a bike rack between RV and trailer.

The Roadmaster Dual Hitch Receiver Adapter, 2" or 10" Drop/Rise # RM-077-10 is not Class 3 rated because only hitches are rated by class as opposed to any adapter. And for question two, actual weight is pretty irrelevant in all honesty; Roadmaster's engineers have determined the # RM-077-10 is able to withstand the very fluid ride of a flat towed vehicle and its smooth suspension but not the extremely rough, bouncing, constant motion of a trailer and its very basic suspension.
