It sounds like your Hydrastar Electric Over Hydraulic Actuator # HBA16 constantly has power so your brakes are always engaged. I would start by checking the 7-way connector at the back of your vehicle. Make sure it is clean and free of corrosion, and no damage is present. Assuming it checks out, go ahead and check for power on the brake output using a circuit tester like # PTW2993.
If you have constant power here then the problem is on the vehicle side. If not, it is likely a short in the wiring running up to the brake actuator or a damaged trailer side connector. Inspect the wiring and repair as needed. Assuming it is on the vehicle side, go ahead and test the wire as it runs out of the brake controller. If there is no power here I would again look for a short in the wiring somewhere. If you need to replace your brake output wire you can use # 10-1-1.
If you have constant power from your brake controller, double check the brake controller wiring. If you don't find anything damaged or a short in the wiring it is likely it needs to be replaced. For a replacement I recommend the Redarc Tow-Pro Liberty # RED52VR. If you let me know what vehicle you have I can see if a custom wiring harness is available for installation.
