Can the City Water Inlet Be Bypassed On A Blocked City Water Line?

Question:

I had malicious neighbors at an RV park who felt becuz they were permanent and I was visiting, that we were an inconvenience. Even tho our company, music and campfire were all kept within the park rules. I returned from a few days away, to find so many malicious damages to the RV that i continue to find a year later! We noticed immediately the city intake water stopped working. When I tried to disconnect the hose, it was permanently attached using JB Weld? or some other permanent adhesive. I had to replace the entire connection and get a new hose and STILL water will not flow thru. I also just discovered a white hose with a slice in it laying behind the hot water tank leaking. Ive repaired so many intentinal damages Im just disgusted. I have had to fill my tank every morning since this happened, and want to know, can I just bypass whatever is plugging my city intake waterline? and connect my hose somewhere closer to say ....the water pump? Well, does the city intake water go thru the water pump? Or does it connect to the lines somewhere close to the pump? where I could connect my hose and bypass whatever is stopping my water from flowing?

Typically there isn't anything in between the city water inlet and your hot water heater/appliances so you very well could install your new hose closer to the appliances/hot water heater,

If you do choose to do this, I also recommend that you also install a water pressure regulator like # A01-1120VP. This is meant primarily to protect your plumbing system from potentially damaging water pressure.
