I went ahead and checked the owner's manual for the SeaSucker Ski and Snowboard Carrier - Vacuum Cup Mounted # 298-SK2425 and they explicitly explain that the rack is designed to be attached directly to an unobstructed glass or metal surface.
They mention that the suction cups will not attach over a seam or other surface incongruity. This rack is designed to carry 4 pairs of skis and poles, or 2 snowboards, and has a pull strength rating of 840-lbs.
