Yes, all the hardware is included in The Blue Ox Base Plate Kit # BX1130 which is confirmed to fit your 2016 Jeep Patriot. The baseplate has a durable steel construction that is powder coated that helps resist rust and corrosion. If you're wanting to use a Roadmaster tow bar you will need adapter # RM-031 or RM-031-5. If you have a Demco Towbar you wil need adapter # BX88310.
I attached an installation video link of the baseplate being installed on a 2011 Jeep Patriot. The installation will be the same for your 2016 Jeep Patriot.
