Yes, the Hollywood Racks Sport Rider SE2 Bike Rack for 2 Fat Bikes item # HR1450Z-FB is the same bike rack. The 8' locking cable is included however it does not include the Small Wheel Hoop Adapter for Hollywood Racks Universal Wheel Holders item # HLY24FR.
This bike rack has a 50 lbs capacity per bike and fits inside a class III 2' receiver. It can carry two fat tire bikes with tires up to 5" wide.
