I need 24 x 26 inch Rubber Mud Flaps - if I cut the lower portion of 337B40LP up to the thickened horizontal band/section what would be the resultant height ?

Cutting the Truck Mud Flaps 24" Wide x 40" Tall # 337B40LP at that first horizontal band/section will give you a height of about 22" - 24". To save on how much extra material you'll have I recommend going with the Truck Mud Flaps 24" Wide x 30" # 337B30LP instead so you're just clipping off 4" from the bottom.
Depending on your setup you may need the 90-Degree Mounting Plates # 337MFBH2375A to finish your installation. Buyers also has the Bolt Hole Reinforcement Plates # 337MFW2375 to help make the connections more stable.
