Cutting the Truck Mud Flaps 24" Wide x 40" Tall # 337B40LP at that first horizontal band/section will give you a height of about 22" - 24". To save on how much extra material you'll have I recommend going with the Truck Mud Flaps 24" Wide x 30" # 337B30LP instead so you're just clipping off 4" from the bottom. Do the Buyers Products White Mudflaps # 337RC30PPW Have Grooves
The Buyers Products Mud Flaps # 337RC30PPW that you referenced do not have the grooves. If you are looking for mud flaps with the grooves then part # 337B30PSRPW has the exact same 24" wide x 30" tall dimensions and does have the grooves. For mounting plates we have the 90 degree # 337MFBH2375A, the straight # 337MFBH2375F, and the bolting plate # 337MFW2375.

We do have a possible option for anti-spray mud flaps for your motorhome, which are a universal fit. While they don't look like a brush, these mud flaps do have a line of small nubs on the backside which will propel the backsplash downwards. Dimensions of Buyer's Products Mud Flap Mounting Plates
I went out and measured the mounting plates, part # 337MFBH2375A, for you. At its longest point it measures 23-3/4 inches and the shorter distance is 19-3/4 inches. It's 3 inches tall 1 inch deep from the bend. The first mounting hole is 1-1/2 inches from either end and the holes are all inches from each other, center on center. The metal itself is 0.135 inches thick.

Will Buyers Products 24 Inch Wide Truck Mud Flaps Fit Diesel Dump Truck
The Truck Mud Flaps - Black Rubber - 24" Wide x 36" Tall # 337B36SPP are a universal fitment so you should be able to get them to fit your Chevy C4500 Duramax Diesel Dump Truck but you need to weld on mounting brackets and then make any modifications necessary for them to work. For mounting brackets we have the Flat Mounting Plates # 337MFBH2375F or 90-Degree Mounting Plates # 337MFBH2375A and then I do recommend using the Bolt Hole Reinforcement Plates # 337MFW2375 as well.
