What is capacity of upper tank and of holding tank? Do both the upper and lower tanks need to be completely empty if toilet will be left in freezing temperatures?

The Dometic Portable Camping Toilet # DOM34FR has a lower holding tank capacity of 2.6 gallons (9.8 liters) and the upper tank holds up to 2.2 gallons (8.7 liters) which is enough for 27 flushes.
