Do I Need M12 Bolts to Install Curt Hitch on 1999 Toyota 4Runner Without Tow Hooks

The instructions for installing this hitch mention existing tow hooks and the M12 bolts that hold them in. My 4runner doesnt have these tow hooks so can I still use this hitch using only the four bolts provided in the kit? Or do I need to find replacement M12 bolts too?

Since the Curt Trailer Hitch Receiver # C13087 installation requires removing and reinstalling M12 bolts from the tow hooks on a 4Runner you will need to acquire M12 bolts for the installation on your 1999 Toyota 4Runner otherwise you'll only have half of the necessary hardware installed which can be dangerous. It looks like all of the hitches that fit your 4Runner require these bolt hole locations to be used as well.
If you plan on using this hitch for towing I also recommend picking up the T-One Wiring # 118341 and Ball Mount Kit # C45534.
