I am installing a progressive dynamics 1000 w pure sine wave inverter on a boat, to power plugs, do I need a sub panel? what about the ground ?

Yes, you will need a panel to power multiple outlets using the Progressive Dynamics Pure Sine Wave Inverter with Transfer Switch part # PD94FR such as the Progressive Dynamics RV Power Control Center with AC/DC Panel and Converter/Smart Charger part # PD4135K.
In regards to the wiring and ground aspect, you'll need to reach out to a marine electrician.
